Describe the response of America to the rise of nationalism in Japan, Italy, and Germany during the 1930s. How did President Franklin D. Roosevelt ready the nation for war? The problems in Germany Japan and Italy during the 1920s led many different groups to try to gain political power. At times there were riots in the streets among the supporters of different political parties.Both Adolf Hitler in Germany and Benito Mussolini in Italy believed in the political system called fascism. In a fascist government system, total power is given to a dictator. Individual rights such as freedom of speech, freedom of religion, and freedom of the press are denied. The nation and its power are what counts, not the life of the individual. To ease Britains shortage of war materials, Roosevelt pushed for the creation of the Lend-Lease program.This act empowered the president to sell, transfer title to, exchange, lease, lend, or otherwise dispose of, to any such government [whose defense the President deems vital to the defense of the United States] any defense article.In effect, it allowed Roosevelt to authorize the transfer of military materials to Britain with the understanding that they would ultimately be paid for or returned if they were not destroyed. On December 7, 1941, the Japanese attacked Pearl Harbor and, on December 11th, Germany declared war on the U.S. (A big mistake by Hitler - otherwise, we might have concentrated on beating Japan first).
